办理机动车驾驶证的条件
一、申请机动车驾驶证的条件：
I. Conditions for application for vehicle driving license
(一)年龄条件：
(I) Requirements of age:
1、申请小型汽车、小型自动挡汽车、轻便摩托车准驾车型的，在18周岁以上，70周岁以下;
The applicants for driving compact car, compact AT car or light-weight motorcycle shall be above 18 and below 70;
2、申请低速载货汽车、三轮汽车、普通三轮摩托车、普通二轮摩托车或者轮式自行机械车准驾车型的，在18周岁以上，60周岁以下;
The applicants for driving low-speed cargo vehicle, three-wheel car, common three-wheel motorcycle, common motorcycle or wheel-type mechanical mobile shall be above 18 and below 60;
3、申请城市公交车、中型客车、大型货车、无轨电车或者有轨电车准驾车型的，在21周岁以上，50周岁以下;
The applicants for driving city bus, middle-size passenger car, heavy cargo vehicle, non-trail electric car or trail electric car shall be above 21 and below 50;
4、申请牵引车准驾车型的，在24周岁以上，50周岁以下;
The applicants for driving tractor shall be above 24 and below 50;
5、申请大型客车准驾车型的，在26周岁以上，50周岁以下。
The applicants for driving large passenger cars shall be above 26 and below 50.
(二)身体条件：
(II) Physical conditions
1、身高：申请大型客车、牵引车、城市公交车、大型货车、无轨电车准驾车型的，身高为155厘米以上。申请中型客车准驾车型的，身高为150厘米以上;
Height: the applicants for driving large cargo vehicle, tractor, city bus, large cargo vehicle or trail electric car shall be above 155cm. The applicants for middle-size passenger car shall be above 150cm;
2、视力：申请大型客车、牵引车、城市公交车、中型客车、大型货车、无轨电车或者有轨电车准驾车型的，两眼裸视力或者矫正视力达到对数视力表5.0以上。申请其他准驾车型的，两眼裸视力或者矫正视力达到对数视力表4.9以上;
Eyesight: the applicants for driving large cargo vehicle, tractor, city bus, large cargo vehicle, non-trail electric car or trail electric car shall have naked eyesight or vision correction above 5.0 on the visual sheet.
3、辨色力：无红绿色盲;
Color recognition: no red and green color blindness;
4、听力：两耳分别距音叉50厘米能辨别声源方向;
Listening capacity: ability of both ears to identify sound source 50cm away from sound fork;
5、上肢：双手拇指健全，每只手其他手指必须有三指健全，肢体和手指运动功能正常;
Upper limbs: two hands with the healthy thumb and three other fingers, limbs and fingers with normal movement function;
6、下肢：运动功能正常。申请驾驶手动挡汽车，下肢不等长度不得大于5厘米。申请驾驶自动挡汽车，右下肢应当健全;
Lower limbs: normal movement function. For the applicants for driving MT car, the discrepancy of length between two limbs shall not be more than 5cm. For the applicants for driving AT car, the right lower limb shall be healthy.
7、躯干、颈部：无运动功能障碍。
Body and neck: without movement function handicap.
二、有下列情形之一的，不得申请机动车驾驶证：
(II) In case of any of the following circumstances will not be granted the vehicle driving license:
1、有器质性心脏病、癫痫病、美尼尔氏症、眩晕症、癔病、震颤麻痹、精神病、痴呆以及影响肢体活动的神经系统疾病等妨碍安全驾驶疾病的;
Those who have organic heart disease, epileptic disease, Meniere’s disease, vertigo, hysteria, Paralysis agitans, mental illness, dementia and the nervous system diseases influencing the physical activities;
2、吸食、注射毒品、长期服用依赖性精神药品成瘾尚未戒除的;
Those who are drug addictive or dependent on psychotropic drugs;
3、吊销机动车驾驶证未满二年的;
Those who have been punished with cancellation of driving license for less than two years;
4、造成交通事故后逃逸被吊销机动车驾驶证的;
Those who have been punished with cancellation of driving license for escaping after traffic accident;
5、驾驶许可依法被撤销未满三年的;
Those who have been punished with revocation of driving license for less than three years;
6、法律、行政法规规定的其他情形。
Other circumstances specified by laws and administrative rules.
三、身份证明Identification Credentials
1、机关、企业、事业单位、社会团体的身份证明，是该单位的《组织机构代码证书》、加盖单位公章的委托书和被委托人的身份证明。机动车所有人为单位的内设机构，本身不具备领取《组织机构代码证书》条件的，可以使用上级单位的《组织机构代码证书》作为机动车所有人的身份证明。上述单位已注销、撤销或者破产，其机动车需要办理变更登记、转移登记、解除抵押登记、注销登记、解除质押备案、申领机动车登记证书和补、换领机动车登记证书、号牌、行驶证的，已注销的企业的身份证明，是工商行政管理部门出具的注销证明。已撤销的机关、事业单位、社会团体的身份证明，是其上级主管机关出具的有关证明。已破产的企业的身份证明，是依法成立的财产清算机构出具的有关证明。
The identification credential for governmental apparatuses, enterprises, social undertakings and social organizations takes form of the Certificate for the Code of the Organizational Institution, Power of Attorney affixed the official seal and Identification Certificate of Consignee. If the vehicle owner is a subdivision or it has no qualification to obtain the Code of the Organizational Institution, its identification credential could takes form of the Certificate for the Code of the Organizational Institution of its up-grade institution. If the aforementioned institution has been cancelled or bankrupt, and its vehicle is needed to transact the change registration, transfer registration, mortgage dismiss registration, cancellation registration, pledge archival file dismissing, vehicle registration certificate application, renewal and reissue the registration certificate, number, vehicle license of vehicle, then the identification credential for the cancelled enterprise is the Cancellation Certificate issued by Administration for Industry and Commerce; the identification credential for the cancelled governmental apparatuses, social undertakings and social organizations is the concerning certificates issued by its up-grade administrative department; the identification credential for the bankrupted enterprise is the concerning certificates issued by Assets Liquidation Organization established according to laws and regulations.
2、外国驻华使馆、领馆和外国驻华办事机构、国际组织驻华代表机构的身份证明，是该使馆、领馆或者该办事机构、代表机构出具的证明。
The identification credential for foreign embassies and consulates, offices run by foreign governments, and representative institutions of international organizations in China takes form of a certificate issued by the embassy, consulate, office or representative institution.
3、居民的身份证明，是《居民身份证》或者《临时居民身份证》。在暂住地居住的内地居民，其身份证明是《居民身份证》或者《临时居民身份证》，以及公安机关核发的居住、暂住证明。
Resident’s identification credential is Resident Identity Card or Temporary Resident Identity Card. The identification credential for the resident temporarily residing in China’s mainland is Resident Identity Card or Temporary Resident Identity Card and the resident certificate or temporary resident certificate issued by Public Security Administration.
4、军人(含武警)的身份证明，是《居民身份证》或者《临时居民身份证》。在未办理《居民身份证》前，是指军队有关部门核发的《军官证》、《文职干部证》、《士兵证》、《离休证》、《退休证》等有效军人身份证件，以及其所在的团级以上单位出具的本人住所证明。
The identification credential for soldiers (including armed police) is Resident Identity Card or Temporary Resident Identity Card. If the soldier has not been issued the Resident Identity Card, his identification credential is Army Identity Card, Civilian Administrator Card, Soldier’s Card, Certificate of Retirement and other valid certificate for soldiers, and the domicile certificate issued by his/her entity at or above the regimental level.
5、香港、澳门特别行政区居民的身份证明，是其入境时所持有的《港澳居民来往内地通行证》或者《港澳同胞回乡证》、香港、澳门特别行政区《居民身份证》和公安机关核发的居住、暂住证明。
The identification credential for residents from Special Administrative Regions of Hongkong and Macau takes form of Exit-Entry Permit for Traveling to and from China’s Mainland for Resident of Hong Kong and Macau or Home Return Certificate (for Compatriots from Hong Kong and Macao).
6、台湾地区居民的身份证明，是其所持有的有效期六个月以上的公安机关核发的《台湾居民来往大陆通行证》或者外交部核发的《中华人民共和国旅行证》和公安机关核发的居住、暂住证明。
The identification credential for residents of Taiwan area takes form of Exit-Entry Permit for Traveling to and from China’s Mainland for Resident of Taiwan Area issued by Public Security Administration or Tourism Certificate of People’s Republic of China issued by Ministry of Foreign Affairs with the valid term at least six months; or the resident or temporary resident certificate issued by Public Security Administration.
7、华侨的身份证明，是《中华人民共和国护照》和公安机关核发的居住、暂住证明。
The identification credential for overseas Chinese takes form of Passport of the People’s Republic of China and the resident or temporary resident certificate issued by Public Security Administration.
8、外国人的身份证明，是其入境时所持有的护照或者其他旅行证件、居(停)留期为六个月以上的有效签证或者居留许可，以及公安机关出具的住宿登记证明。
The identification credential for foreigners takes form of the Passport being produced when entering the border, other travel document, valid visa with at least six months staying period or residence permit, and Registration of Accommodation.
9、外国驻华使馆、领馆人员、国际组织驻华代表机构人员的身份证明，是外交部核发的有效身份证件。
The identification credential for persons of foreign consulate, embassy, representative office of international organizations in China takes form of valid identity certificate issued by Ministry of Foreign Affairs.
四、住址是指：
IV. Residence refers to:
(一)居民的住址，是《居民身份证》记载的住址;
(I) Residence of citizen, as specified on the identification card;
(二)现役军人(含武警)的住址，是《居民身份证》记载的住址;
(II) Residence of serviceman (including armed force), as specified on the identification card;
(三)境外人员的住址，是居留证明记载的地址;
(III) Residence of the foreigner, as specified in the residence permit;
(四)外国驻华使馆、领馆人员及国际组织驻华代表机构人员的住址，是外交部核发的有效身份证件记载的地址。
(IV) Residence of the members of embassies, consulates or representative offices of international organizations in China, as specified on the valid identification certificate issued by the Ministry of Foreign Affairs.
